The State Government has constituted a Scrutiny Committee for verification of Caste Certificates issued by the Competent Authority. The office of the Scrutiny Committee is located at Konkan Bhavan, 6th Floor, Extension Building, Room No.71, New Bombay - 400 614. One has to carry the original OBC Caste Certificate and all supporting original documents which were submitted earlier while obtaining Caste Certificates from the Competent Authority. For the said purpose one has to make an application well in advance, in such form and in such manner as may be prescribed to the Scrutiny Committee for the verification of such Caste Certificates and issuance of a validity certificate.

The students who wish to apply for Medicine, Engineering, Architecture etc. under the OBC quota are required to attach the copy of the caste certificate at the time of admission to the said courses. However, at the time of selection to the said courses, one needs to submit validity certificate. It is therefore recommended that those students who are studying in F.Y.J.C or Std. XI ( Science ) should apply to the Scrutiny Committee well before 30th November for the relevant year.

GUIDELINES to apply for EAST INDIANS COMMUNITY CASTE CERTIFICATE & OBC under GR Sr No 341

The Government of Maharashtra has included East Indian, East Indian Christians and East Indian Catholics in the list of State OBCs vide Government Resolution dated 1st March 2006, Ref CBC-14 / 2005 / No 82 / MVK-5, under Sr No 341. (www.maharashtra.gov.in/data/gr/marathi/2...0060307125652001.pdf)

Reference to Govt. of Maharashtra , Social Justice & Special Aid Dept., the Notification dated 01/ 11/ 2001, Annexure A, Rule 3 / 9 states: Institutes which are recognised under Society Act or registered under Notification for Social Institutes, can issue certificates, which will be treated as document / proof for providing OBC CASTE CERTIFICATES by concerned eligible officer of the govt. (Attach copy of Registration / Recognition of the EI Institutes/ Trust/ Association/ Organisation which is issuing the East Indian Caste Certificate)

A person intending to apply for OBC Certificate has to apply to Deputy District Collector or City District Collector as the case may be, through the Office of the concerned Tahsildar (Competent Authority). The pre-printed application form (in Marathi) should be obtained from the offices of the concerned Tahsildar and should be submitted along with necessary documentary evidences as listed:

1) Birth Certificate issued by BMC: Apply at your "Birth Ward" on a prescribed form (between 9am -1 pm) for "Birth Certificate" (Fees Rs. 22) and on another (same type form) with super-script "EXTRACT: Provide Time & Particulars" for "Details" (Fees Rs. 31). The BMC Old Record Storage is at Shivaji Market, Palton Road (1962-1982), Kamatipura, Alexander Cinema (1951-1961) and Vakola Fish Market (1883-1950). Make sure that our East Indian Caste is mentioned in the hospital records on admission / delivery, and later on to reflect the East Indian Caste & Child's Name in the BMC records. East Indian Associations & Church need to guide the East Indians in this matter.

2) Church Baptism Certificate : To write "East Indian" in the REMARK column of the BAPTISM REGISTER & CERTIFICATE: If the Church Record shows that a person is an East Indian, or if the Parish Priest knows for certain that a person is an East Indian, or if a person gets a certificate from the Registered / Recognised "East Indian Institutes/ Trust / Association / Organisation", that he/she is an East Indian by Caste, the Parish Priest has to apply to the Archbishop's House for the permission, stating the basis for such request.

If any of the above -mentioned conditions is fulfilled, the Archbishop's House grants the requested permission to the Parish Priest, i.e., to write in the remarks column of the said Baptism Register that so and so person is an East Indian by caste.

Even if people approach the Archbishop's House directly with such a request and with proper documentation, the Archbishop's House will entertain them.

3) Copy of the Primary or Secondary School Leaving Certificate. 4) Copy of Ration Card as Proof of Residence.

5) In Mumbai City Property Cards are issued since 1900 and in Suburbs 7x12 Extracts are issued since 1932. Consider obtaining the oldest land records, Birth /Marriage/ Death Certificates of your ancestors, this may assist you in obtaining the OBC Certificate.

6) Original Affidavit on Rs.100 stamp Paper and duly Notarized.

7) Preprinted Application with Court Fee stamp of Rs 5 duly affixed and signed by the applicant.

8) The "Samajacha Dhakala" in Marathi & English, may be advisable to have printed on it, it's Registration No & Recognition No. and also mention, "This Certificate is issued in accordance with a) Reference to Govt. of Maharashtra , Social Justice & Special Aid Dept., the Notification dated 01/ 11/ 2001, Annexure A, Rule 3 / 9 and b) The GR dated 1st March 2006, Ref CBC-14 / 2005 / No 82 / MVK-5, under Sr No 341" . (Attach copy of the GR)

9) If a person is a permanent resident of a particular area / locality, then Caste Certificate is issued by the Competent Authority of the same area / locality. Report from the Circle Officer. This is submitted by Tahsildars office only in case the enquiry is made by them of the applicant's residence. In such case a Panchnama is prepared by the Circle Officer, who will take statements of the two or three East Indian persons, either having Voters Identity Card, Senior Citizen Card issued by Dignity Foundation/Government of Maharashtra, Passport or PAN Card.

10) Please attach three photos & attest all the above copies (Three sets for: East Indian Caste Certificate, OBC Caste Certificate & OBC Verification for reservation).

11) After obtaining OBC Caste Certificate from the Competent Authority, and to get reservation in education or job, one has to carry the original OBC Caste Certificate and all supporting original documents which were submitted earlier while obtaining OBC Certificates from the Competent Authority, and submit it (along with attested set of copies) for verification of OBC Caste Certificates to: The Scrutiny Committee, Naveen Prashasaken Building (New Administrative Build) No 2, 3rd Floor, Social Welfare Office, R.Chemburkar.
